Police Chief – John Otto
Chief John Otto was born and raised in the Harrison Park section of Penn Township and graduated from Penn Trafford High School. He has earned a bachelor’s degree in Criminal Justice from Edinboro University, a master’s degree in Organizational Leadership from Geneva College, and is a graduate of the 249th session of the FBI National Academy. He has completed all National Incident Management courses and has extensive training in Critical Incident response and Incident Command.
Chief Otto has been with the Penn Twp Police Department for 24 years, serving as Chief since 2011. His background with the department includes work in K9, School Resource Officer, Public Information, Tactics and First Line Supervision.
About the Department
With 24/7 full-time provision of police protection, the Penn Township Police Department fulfills its mission to “Protect and Serve.” With officers certified in fire and crime scene investigation, as well as strong D.A.R.E. programs and school resource officers. The Penn Township Police Department has identified four areas considered to be priorities and have a list of tasks associated with producing the desired results in those areas.

- The protection and safety of Township resident’s homes and property
- Affecting the supply and availability of drugs within the community
- Performing business checks and solving burglaries

The Chief of Police is the Commander of the Penn Township Police Department.
The Chief has final responsibility and accountability for the department.

The Captain is responsible for the patrol operations and functions of the Penn Township Police.
Office Administrators / Records
The Office Administrators duties include assisting the Chief of Police with administrative duties, purchasing all supplies and clerical equipment for the Penn Township Police Department, and maintaining all police reports and records.

Drug disposal box is located in the PTPD lobby. Please see below for accepted items. Sharps can be taken to Rescue 6 for disposal.

Right to Know Forms
Person needs to come to PTPD office to get form. PTPD has 5 business days to get form approved. Report will be provided only after it is approved by PTPD Captain. Person will not receive any details of investigation. Only day, date, time, and nature of complaint / incident included in report.

- IRS – The IRS will never contact you via phone – only mail
- LOTTERY – The lottery will never contact you via phone and or request money to receive your winnings.
Fingerprinting
Yes, the PTPD does do fingerprinting for employment. Person must have fingerprint cards. PTPD does not provide cards for anything but criminal offenses.
When to call 911
- Wires down on roadway
- Water main break / utilities problem
- Trees / debris down on roadway
- Keys locked in your car.
- Injured deer on roadway.
- Rabies infected animal on property.
***Also any animal issue person can contact 1-800-CRITTER for Critter Control.
